New York State Law Expands Public Employee Ability to “Buyback” Military Service Time.   Governor Andrew Cuomo signed a bill into law on May 31, 2016 allowing all honorably discharged military veterans who are members of a New York State public retirement system to purchase up to three years of prior military service credit toward their public employee pension service time. This new law, which was effective immediately, eliminates the former restrictions that limited the military service credits to certain specific time periods and certain military conflicts.
